    Computer hijacking network

I have a computer on my home network that once it is powered on it reduces the internet speed on the rest of the computers on the network to dial up speeds. I mean that I can literally power it on and enter the bios and the internet speed on the rest of the network goes to pot. If I turn off the offending computer the internet speed goes back to normal on the rest of the network. There is zero network activity short of the computer getting a hardware IP address from the router. What could possibly be causing this issue so I can put a swift end to the problem. I have tried multiple different routers with no change in symptoms. I have tried both of the onboard nic ports with no change. I have never seen or heard of this issue before; hopefully one of you guys/gals have for my sake.

Are you sure it's not a bad cable? Have you tried a separate NIC card?
