My system requirments are lower than the lowest specifications of the actual minimum requirments. However, I was wondering if I would still be capable of playing it smoothly (could I lower the graphical settings in - game?)

Unfortunately your PC is much, much slower than the minimum requirement and will probably not run the game acceptably even at the lowest settings.

EDIT: Ah, just noticed, your card only supports shader model 1.4 while the game requires 3.0. Therefore the game will not even run on your PC.

That sucks :( It would probably require a lot of effort to get a new computer or hardware, and costly, so I might just get it for the wii. I just don't know about wii gameplay, and online play.

yeh unfortunately your pc is only good for playing classic games now theres not likely to be any released that use less than sm3 or 2 from now on..
