Wouldn't it be helpful to describe something about the scene that the image will be used upon?
That to me could be a prison, a military base, a futuristic outpost, if we don't know the context the image is going to be used under, you are going to have loads of unsuitable entries, and only one may fit the bill, in which case, it isn't a competition, more of a "guess what this is, and whats going to be on the billboard"...
At least make it a competition...

The competition page has been updated with the additional information: "The billboard is located in a secret base, hidden in a half-submerged cave in the Mediterranean".
That should give some additional context to base your submissions on.
So it can be an AD, announcement, random picture, absolutely anything?
Sure - you can imagine just what kind of things could be on a billboard in a secret base in the Med. It could be serious (old advert for tinned sardines), silly (instructions from evil boss on how to be super-secret-villans), or a bit surreal (Picasso version of flying cows).
1024x768 for a texture? bit strange, im used to keeping things square. i.e 512x512, 1024x1024 ect ect, on all the games i've worked on. I'll give this a go.
