Just to clarify, does that mean that the image must be 1024x768- No smaller/bigger?

Don't you think a 4096x4096 billboard would be spectacular

Correct - anything out of these limitations could either be altered or perhaps even rejected from entry (e.g. ya can't do much with a 120 x 100 image!).

The final size of the billboard in the scene is set, so you should really stick to the given size.

Cant wait for this one, always been a big fan of the 3dmark series.
And trying to keep up with pc technology can be a little expensive to say the least!
    Keep up the good work.

Your texture will be placed on a billboard in one of the graphics tests, so it can be anything. Your image may contain text, some nice graphics or both! It's all up to you. You can check out the placement of the winning texture in the image found on the competition page.

    Now go and get creative!

    Cheers,

    Nick

Which is where the confusion comes with the Competition title.

Just to confirm, pictures like the on above are acceptable submissions. The word texture is a bit mis-leading, so apologies to all from FM on that front. (I have discussed this with Nick[FM] before I posted this, just to make sure that this was clear and correct!)
