I thought this already occurs for WinXP?

I had hardware issues and had to diagnose, I was unplugging HDDs, adding/removing RAM, reducing back to stock, removing all devices etc...

after about 3 changes Windows forced me to reactivate via human operator, I just explained the above and he reactivated, and I kept on with the hardware changes without problem.

fyi this was at 2am too

That is correct. The worst that happens is they eventually blacklist the key, but considering you can't even use it on the machine you bought it for then who cares? M$ is hardly hurting for any money. But hey I'm just divulging an option, let your moral compass guide you the wallets of Steve Balmer if you insist.

It's high time all motherboards came with an empty chip slot. When you buy Windows you get a chip which goes into the socket and you don't have to worry about your key rubbing off whilst sitting on your knees.

OK, no DD, but would solve a lot of issues.

That is actually a damned good idea - a sort of internal dongle!

As for installing an OS on a lot of machines, as i understand it, you can install it on several machines, but you're only allowed to use one of them at a time.

What sort of affect would this have, if any, for people installing on multiple clone drives for businesses, etc?

I've moved countless XP, Vista, and 7 OEM copies from one board to another throughout the years and at the worst I simply have to call the 1-800 Microsoft number provided when attempting to activate, type in a huge list of numbers and a new set is repeated back to me. Its never been a huge issue before and I'm hoping Windows 8 continues that trend.

It's almost always a robot on the other end, sometimes they'll ask how many machines this license of Windows is installed on, and the answer is 1 of course.

The most unacceptable thing you can tell a customer is that they need to buy a new $100+ copy of Windows if their board dies due to bad capacitors, bad RAM slots, etc.

I got that message and all I did to fix it was go back to a previous System Restore point and it went away

MS usually have very restrictive EULAs in the beginning, especially with OEM/system builder copies, and end up dialing it back every time. I am not saying this won't go through this time, but this has been the case since XP. Considering they are allowing the $39 upgrade for literally everyone with a copy of Windows, it may go through this time.

Sometimes it will give you a false-positive; this is not a genuine copy of Windows. I have had this happen a few times installing on the exact same PC with 1 copy of Win7 I have.
