More memory won't hurt his performance, and it's so cheap why not?
Whether he has a 'proper' GPU or not, the benefits of Windows 7 run the gamut, from increased compatibility and capability of add-ons, to higher performance in every category.
I find fault with this statement because we don't really know the exact implications of Win8 on the desktop. Windows 7 is the best OS for his purposes. It's proven, it's stable, it's available right now, and it's a marked improvement over WinXP.
