This game has not at all been announced, this trailer or teaser is most likely a leak. But the tone it shows, reminds me of Need for Speed: Pro Street and Need for Speed: Underground. Considering it's not in development at Turn10 but elsewhere, it's probably a spin-off from the Forza series, something that might appeal more to people who want less of a sim in their racing and more action?
I'm not getting excited just yet, although if this were to be combined with a free to play Forza (which has also been rumored), something fresh might come out of it.

Since Bizarre left Microsoft (and look how it went, ahhahahah) they have lacked "in-house" arcade race developer. Turn 10 as "producer" might be a very very good thing
Why? They have connections to all the car makers. And good relations that is. Oh and if T10 is generous they share the 3D models.

If they share models, audio and (please!) the handling of the cars it should be really good, I can't see the unflappable 60fps carrying over in an open world game this gen.

It's the Forza Horizon. Not Motorsport 5.
The likely scenario is that Turn 10 allows them to use parts of the physics engine. But this game goes graphics first then physics. (Unlike Forza Motosport)
So Horizon will have better graphics compared to Motorsport. But not as good physics modeling.
Possibly better deformation of body because the damage doesn't have to affect car physics so much.
