Every decade had its ups and downs and most people that consider any time period as bad in terms of game releases probably was just a bit more burnt out on gaming. Be it the original C&C or Heroes from the 90s, Desert Combat or Counter-strike from the 2000s or Starcraft 2 nowadays, I really wouldn't be able to pick when I've had the best time with gaming.
The 90s.

Yes, because none of the games you mention have aged quite as well for one reason or another. Your right when you say nostalgia may be a problem with some but go play Super Metroid. It ain't nostalgia. Super Metroid was way ahead of its time. I played through it just a few months ago, and the design is something you see in today's games not in games of that era.
I am not some lover of all things that are retro either, but Super Metroid is an exception.
sadly, I think if we went through the release lists of the 90s we would easily find a single year to top that list
I am thinking of something like moviebob did with movies the year1982, you know box art flashing by and the simple sentence yeah.... these all came out that year.
list is missing Stalker, Prey (essentially, the best thing done with the ID engine), Aquanox 1 & 2 (German version with proper voiceacting only), Fear 1 and expansions, Far Cry (whcih ironically had better gameplay than crysis)
marked bold are titles that need to be erased
I agree. I suppose it's when 3D games really took off. I loved my N64.
I also think it's now very hard for modern games to make the impact that games of the 90's did.
