Windows 7: Unable to read USB drives

I have a PC in our office that had Windows 7 installed (over XP) and now it cannot recognize USB thumb drives. Windows keeps failing to install the drivers Error Code 10, I have tried the following

    -3 different thumb drives
-Uninstalled USB drives and rebooted for Windows to install
-Tried three different USB ports (keyboard and mouse worked fine on other ports)

This PC is joined to a Domain; I looked over tons of threads about his issue and still have not found a fix. So just wondering if anyone had any input.

How was 7 deployed to it? Using MDT or just the Disk? You may need to re-install the chipset drivers.
