    Assuming you have all the connectors (especially the power connector from PSU to the video card - without it you won't see boot) correctly and on another PC you won't get even a picture, my educated guess would be a faulty video card.

    All connected properly - fan running very slowly.

    No picture at all..........

    Sounds faulty to me. Either get it replaced by RMA if its still in support, or get a new one unfortunately.

    DriverSweeper (Google it) and HD3870 drivers completely removed, and then install the latest ATI / AMD driver (from game.amd.com), take a look at sorting it.
